This project is to install an advanced and efficient reverse recycle air conditioner of 252 kW. The location is a non-profit community hall whose funding comes from members’ fee and donation, and some government funding. Due to limited funding, the Temple has not been able to afford to install an air conditioner. The Temple's funding is mainly spent on the essential items like electricity, building maintenance and staffing. There is usually no fund left for heating, ventilation and air conditioning.

The centre is a meeting place of Culturally and Linguistically Diverse youth across Melbourne’s western suburbs. There are activities at the centre every day, which may host up 5,000 people each week. The main purpose of the centre to attract young people to a more supervised environment. The Centre is used for sporting, martial arts and training activities, as well as for safety, cultural education, marriage ceremonies and camping. The problem is that it is too warm in summer and too cold in the winter.

It is definitely need to have budget for upgrade the heating, ventilation and air conditioning.
