It is proposed to install an advanced and efficient reverse recycle air conditioner of 252 kW. The centre is a non-profit community hall whose funding comes from members’ fee and donation, and some government funding. Due to limited funding, the centre has not afforded to install an air conditioner. The Club’s funding is mainly spent on the essential items like electricity, building maintenance and staffing. There is usually no funding left for heating, ventilation and air conditioning.

The centre is a meeting place of Culturally and Linguistically Diverse youth across Melbourne’s western suburbs. During Friday and Saturday nights, the centre may host up 2,000 people each night. The main purpose of the centre to draw encourage young people to interact in a more supervised environment. The centre is also used a sports venue. The problem is that it is too warm in summer and too cold in the winter. This is because its walls and roof are constructed with metal cladding, therefore attendees tend not to stay.
