Companies in Melbourne's North and West in manufacturing, health, transport, retail and other sectors to develop data they are holding into a marketable commodity with the assistance of major IT companies and universities and TAFEs with data analytics and entry students. Data analytics R&D facilities at universities (e.g. La Trobe) to be used.
Employment of students as interns to do data audits and research projects in local companies; assists students in work experience in order to attain data analytics workforce roles.

Improve data capability of manufacturing and other SMEs in Melbourne's North and West
Ease regions' transition from traditional to advanced manufacturing and services
Improve jobs skills and outlook for manufacturing, health, NDIS, retail and other workers
Make university and TAFE data analytics/entry courses more relevant
Improve work experience/job prospects of data analytics/entry students

Great idea. We need to develop business hubs around Melbourne, and the north is an ideal place to get this one going.

Without data - decisions are made in the dark. Data also needs to be sourced from multiple sites or selective biases take effect. So a well orchestrated and well governed data hub is a good idea.

A research-policy-project partnership is needed between Uni's and industry at a systemic level not on the current 'silo project' model. Too much research is just a Uni idea or a tech push without a market in which to delver - as a result too much valuable research effort and skills gets wasted and knowledge is left on the shelf. Much more research needs to be real-world market pull. Start with real data - don't guess about what might be needed.

Assuming this idea gets a cross-sector governance model overseeing it, then this should help close the huge translation gap we have. The worst in the OECD. Hopefully students right across all the Uni's (and TAFE's) different educational/training sectors get involved .... and this establishes real world student 'bridges' into industry and (measurable) deeper industry engagement.

Businesses need this type of service if it actually provides for an actual service which has specified outcomes for Businesses in the North.

What works the money be used for. On the scale of the other projects it's big on the typical cost of hiring data experts it would not get you very far.
