Lighting up existing gum trees and some Manchurian Pear trees throughout the streetscape will enhance and beautify the public space on the Village Green and throughout the commercial centre of Mt Eliza. This will benefit the entire community by stimulating more use of the area in the evenings, increasing accessibility and community safety. This project can be divided into several phases, commencing in the Village Green.
Changing the colours in these lights will enhance all the community events held on the Village Green, such as Carols, Music Festival, which benefits the entire community.

Benefits to the community will be creating a 'sense of place', and developing a 'sense of community'. The more that local residents enjoy their living environment, the more they feel connected to it.
The lights will improve the perception of community safety and will therefore increase accessibility to the public spaces in evenings. People will feel safer walking round the streets in the village centre.
There will be economic benefits to small business owners because a 'night economy' and 'cafe culture' will be stimulated and this in turn increases local employment. Finally, the coloured lights will allow special themed celebrations.

Uplighting can look pretty, but research has found serious negative impacts of artificial light at night on plants and wildlife. If this does go ahead, I'd suggest consulting with the team at The University of Melbourne, who are working on this topic. Theresa Jones, who leads the lab, has plenty of experience advising projects and councils about these issues. https://urbanlightlab.com/

It will enhance the already ambient village atmosphere and hopefully offset the unfortunate development incorporating residences in the shopping village which has been approved by OUR (?) Council.
