A simple and fully supported production environment to produce finished video productions for musicians and for communities who speak languages other than English. LOTE programs will include closed captions in English. Finished videos will target Channel 31 Melbourne and online use. Producers will own the broadcast rights to their productions. May also be used as a training environment for young people interested in video production and post-production. Aims to bring everyone in all communities together by providing language translation as part of the production. A small studio in rented (or possibly Council-provided) premises, or for portable use in a venue.

Foreign-language contributors to C31 are at the moment separate groups who must provide their own production resources to finished program level. Closed captions are out of reach for these groups, being too complex and expensive. The facility will provide them with all necessary facilities. Likewise, musicians cannot afford professional video production targeting YouTube and social media; this facility will allow them to record demo tracks quickly and simply. The facility is portable, so it may also be used for conferences, events, concerts in the field. This application is for capital cost of equipment, and funding to get the facility established.

I wish I had applied for this, but can only say that this project would add cultural value to our region, providing easily accessible facilities for the huge number of artists and small businesses who every day experience an increased for high quality video and audio and experience using same. This project will obviously prioritize inclusive practices and the emphasis on delivery of closed captions is particularly impressive
